Wisconsin State Forms Newly Approved ~ RANW Forms Committee Update

RANW Members sitting on both the DSPS RE Forms Council and the WRA Forms Committee have provided the following important updates for you regarding new Offers to Purchase:
~ The DSPS RE Forms Council met and finalized the WB-11 (Residential Offer-some updates) and WB-14 (Residential Condo Offer-new). These two forms have been recently approved by the Real Estate Examining Board with the optional use date of August 1, 2020 and mandatory use date of September 1, 2020.
~ DSPS RE Forms Committee will begin the task of updating the WB-13, Vacant Land Offer to Purchase at their June 24th meeting with a goal of completion by year end. 
~ The WRA has provided education updates (videos) on the new changes to the WB-11 and the WB-14. Please visit wra.org for timely legal updates! The recently updated RANW Addendum to the WB-41 Notice shall be included on ZIPForms by the first part of July. Please see

REALTORS® Conference & Expo Will Go Virtual

The 2020 REALTORS® Conference & Expo, originally scheduled for Nov. 13-16 in New Orleans, will transition to a fully virtual format given the ongoing health and safety concerns related to the COVID-19 pandemic. NAR will announce details, including registration information, in the coming weeks. The virtual format will allow the association’s full governance processes to proceed normally during the conference, which will also include educational speakers, energizing live-streamed content, networking opportunities, and an industry expo.

Wisconsin's Direct Giver Program Kickoff

We are officially in RANW's Direct Giver Fundraising period. We ask that all members who have been Direct Givers, or wish to become new Direct Givers please send in your contribution now so that we are able to help candidates who are raising funds and campaigning for the November election. The WRA Direct Giver Program provides an alternative to an RPAC contribution for members who: 
- wish to retain full control and direction over who will receive their political contributions 
- wish to give personal contributions to candidates for local and state elections and at the same time benefit the REALTORS® Association
Direct Giver Process 
1. Solicitations: The minimum contribution is $100.00. 
2. Checks: Checks can be used and must be made to the WRA DirectGiver Program (not RPAC). Checks can be sent to RANW, W6124 Aerotech Dr., Appleton, WI 54914. 
3. Credit Cards: You may also pay on-line via credit card.

4. Control: Contributions to the Direct Giver Program are deposited in a separate bank account from RPAC contributions. Structurally, the WRA then acts like a bank, with disbursements permitted only with the explicit authorization of the contributor. That is, you retain full control on how your direct giver money is spent. 
5. Directing Contributions: Contributors may at any time direct their contributions, in whole or in part, to any candidate for local, state or federal office. When disbursing funds, contributors can email or call RANW or WRA to indicate how they wish their money to be distributed.

Allouez Zoning Code Rewrite

In 2018, the Village of Allouez began their process of rewriting the Village Zoning Code. The current zoning code was written in 1972, when the village was growing in a different way; developing new commercial nodes and subdivisions on farm fields and wooded lots. Today, development and growth is primarily infill; taking place near established neighborhoods or along built commercial corridors. The goal of the new zoning code  is to align with the goals identified in the Comprehensive Plan and streamline development, while protecting the character and charm of Allouez.

The public has had multiple opportunities to be involved and provide needed input over the past two years.The Village plans to formally repeal the old code and adopt the new code in August. There will also be a few more opportunities for public input before then. Zoning Code Rewrite Project

Greenville Virtual Open House for Sub Area Plans - June 29-July 3, 2020

Please join Greenville for a Virtual Open House June 29-July 3, 2020 to engage in review and provide comments on ideas and concepts for Sub Area Plans related to the Heritage District, Urban Core and Gateways. Visit https://hkgi.mysocialpinpoint.com/greenville to learn more about the project.

In addition to the virtual format from the comfort of your own home or office, we will also be offering in person opportunities at the Town Hall. The public is invited to visit the Town Hall on Tuesday June 30th between 7 a.m. and 4 p.m. in order to review the virtual information with staff. Social distancing measures will be in place.

Finally,there will be two live virtual sessions held by our consultant on Tuesday June 30th between 12 p.m. and 2 p.m. and between 4 p.m. and 6 p.m. Our consultant will walk through the concepts and ideas and allow the public to interact, ask questions and hold conversations. Kimberly Proposal for Transportation Special Assessment Replacement/Reduction Fee

The Village of Kimberly is currently considering various ways to either eliminate or reduce special assessments for road reconstruction and sidewalk replacement through the creation of a transportation fee to be included on current utility bills. The discussions are ongoing and a notice will soon be sent to community property owners. The Village is planning on holding an information meeting at the end of July and will soon be posting additional information on their website - vokimberly.org

Paragon Listing Activity Tracking Issue Identified & Resolved

From May 7 to May 21, 2020, Black Knight (BK) experienced a problem with the process responsible for capturing Listing Activity Tracking data for Paragon. As a result, a portion of the Listing Activity traffic during this time period was not recorded.

Listing Activity Tracking includes counts each time the Listing Detail report for any listing is viewed by either an agent or a consumer. These counts are also known as "hits". Each time a Listing Detail report is viewed that "hit" is sent to a special cluster of servers. During the noted timeframe these servers remained on-line and appeared to be functioning normally, but the connection to the database was impaired. So, while data was received it could not be saved.

This issue has been resolved, however, when viewing the Listing Activity Report for any individual listing, or the Seller Activity Report under Collaboration Center, you may notice a decrease in the number of hits during this time period because those hits were not able to be recorded. We apologize for any inconvenience.

RANW MLS Waterfront Property Classification Policy - Clarification of New Policy

To allow for more properties to qualify as waterfront in RANW MLS, the following policies were put into place ~ please review for helpful clarifications:

Part of the new allowance was to have a GIS type image added to the property as one of the required photos in MLS to ensure the integrity of the MLS listing database ~ The request for a GIS image is to allow the viewer to see the property in relation to the body of water.  Additional actual photos of the property showing the waterfront would also be beneficial for both cooperating agents and public viewers.

RANW MLS Waterfront Policies and definitions,for all Property Types:
The property/owner must:
1) own frontage abutting a basin, bay, channel, lake, river, or "other" body of water; that allots lawful riparian or littoral rights; 

2) properties with "only deeded water access" do not qualify as "waterfront";   

3) require the inclusion of a GIS image, or map image which allows the viewer to see the property in relation to the body of water. (You may use the Paragon aerial view image). 

4) require if "Other" is selected, an explanation is to be included in Public Remarks identifying what the Body of Water is;

5) the body of water is no longer required to be on the DNR Bodies of Water list, with the exception of a body of water that is referred to as a pond in name;

6) if the body of water has "Pond" in the name, the body of water will need to be on the DNR Bodies of Water list, for example: Reservoir Pond or Chute Pond in Oconto County;

Riparian and Littoral Rights: Riparian and littoral rights refer to rights that are incidental to ownership of land adjacent to or abutting navigable water, such as streams, rivers, lakes, ponds, and some flowages.  Historically riparian referred to streams, rivers and, in most cases, lakes and ponds, while littoral pertained to large bodies of waters,such as oceans and great lakes.  In Wisconsin we have seen the term "riparian" used to apply to the rights of property owners abutting all types of navigable water, including great lakes.  We use both terms here to be inclusive. 

Waterfront Image" You may use the Aerial view image of the listing from Paragon, (if image is correct). See separate article for instructions!

How to Obtain Paragon's Map Image for your Waterfront Listing

With the broadening allowance of properties eligible for Waterfront classification in MLS, it is now required for Waterfront properties to include a GIS or map IMAGE of the Body of Water AS A PHOTO in MLS's 60-PHOTO allowance.

If a GIS image is not available, the aerial view of the listing's map in Paragon may be used (if correct) as the required PHOTO.

Here is how to obtain the image for posting AS A PHOTO with your listing:

1. Pull up the listing in an Agent Confidential, Customer Full, or an All Fields Detail report - any display that shows the M (map) icon in the row of Action Icons.

2. Click on the M (map) icon to open the map window. It will be a pop-up window on your screen.

3. There is a drop-down box in the upper left corner of the Map window. The default reads Road. Click on the drop-down menu and select Aerial.

4. Print out the Aerial view by clicking on the Printer icon in the middle of the row of icons above the map in the map window.

5. Scan that printed image, save it AS A PHOTO, and then upload it AS A PHOTO to the listing.

Member - Alert reminder of Rental scams on your active For Sale Listings

Member - Alert reminder of Rental scams on your active For Sale Listings The MLS had a recent report of an online rental scam on properties listed for sale that were advertised on a classified ad site. The scam entices would-be renters to sign fraudulent leases or make deposits on properties not actually for rent. The most recent incidents were in Green Bay and Pulaski areas and were reported to the Green Bay police. If you find other instances, you're encouraged to report them to the police, to the online advertiser, and to state and federal consumer protection agencies (links below).

From Zillow: Virtual Open Houses Change

A message from Zillow: From June 1 on, we will no longer accept virtual open houses via description or remarks. We are working on a solution to whitelist virtual open house URLs that will be implemented as soon as possible, likely early June. A whitelist is a list of trustworthy links, and in this case will include programs and sites that have been verified to host virtual open houses. This will help prevent non-virtual open house URLs from displaying. A list of acceptable URLs will be provided, as well as a process to whitelist additional links. If you have any questions, please contact your Zillow representative or MLSSupport@zillowgroup.com.

RANW MLS New Data Fields, Features and Changed Definitions - Eff. June 1st!

RANW MLS is pleased to announce highly-anticipated MLS changes to a few significant data fields that were added to Paragon on June 1st! The MLS Rules posted as of April 1st have incorporated these new fields, features and changed definitions. The few main category changes are related to Square Footage, Building Types, Garages, and Waterfront, with a few other minor changes. New data sheets with the new fields and features hae been implemented in Paragon on June 1st, 2020.

All members (including Listing Maintenance (LIM) users) are strongly encouraged to familiarize themselves with the new data sheets as some of the new data will be required on new listings and listings you update.

MLS Clear Cooperation Policy - Effective April 1 - And Effective July 1st fines begin for reported

Reminder of the updated RANW MLS Rules to comply with the National Association of REALTORS®' Board of Directors approved MLS Policy 8.0, also known as the Clear Cooperation Policy. The policy requires listing brokers who are participants in an MLS to submit their listing within one business day of marketing the property to the public.
Summary of new Clear Cooperation Rule: Within one (1) business day of marketing a property to the public, the listing broker must submit the listing to the MLS for cooperation with other MLS participants.Public marketing includes, but is not limited to, flyers displayed in windows, yard signs, digital marketing on public facing websites, brokerage website displays (including IDX and VOW), digital communications marketing (email blasts), multi-brokerage listing sharing networks, and applications available to the general public."

Reminder Wisconsin (DSPS) Advertising License Laws:
Per Wis. Stat.§ 452.136, in all advertising (including social media) a licensee shall disclose the firm's name in a clear and conspicuous manner.  Additionally, a licensee may not advertise a property in any way prior to the effective date of the term of the listing, regardless of when the listing was signed.

With these new RANW MLS submission rules also what went into effect is a
new form to be signed bythe Seller for any Delay Showings or Exclusion from MLS, and submitted to MLS along with listing agreement.

Supra One-Day Code: Revised Materials

Supra has revised the detailed screenshots for members for giving and receiving one-day Supra Lockbox codes. RANW MLS members in the lockbox program can grant one-day codes to any WI Realtor in an MLS participating in WIREX. Door County and Northwoods MLSs do not participate in WIREX. DUE to these MLSs also offering the SUPRA Lockbox system service, South Central WI MLS, Central WI MLS, and Marinette MLS members are NOT eligible for one-day codes. If a member of South Central WI MLS, Central WI MLS, and Marinette MLS needs to get into a RANW MLS Supra lockbox, that member can contact their primary MLS for a reciprocal agreement. AND if you - RANW member want to sign up for a Reciprocal Agreement with these MLSs, please reach out RANW MLS.
