April 2019 marks the 51st anniversary of the 1968 landmark Fair Housing Act. Each year, REALTORS® recognize the significance of this event and reconfirm our commitment to upholding fair housing law, as well as our commitment to offering equal professional service to all in their search for real property.

Question: Are there any regulations or issues to be aware of about posting content from the Wisconsin Department of Public Instruction (DPI) to our company website regarding school district ratings? The agent would like to link to the DPI data as a home buyer resource. Would the agent have to cite the source of the information and make some sort of disclaimer?

Answer: How a licensee provides information or responds to inquiries about schools may raise fair housing concerns. Discussions about schools can raise questions about steering if there is a correlation between the quality of the schools and neighborhood racial composition - or if characterizations such as "a school with low test scores" or "a community with declining schools" become code words for racial or other differences in the community. Giving home buyers the resources they need to make the decision for themselves is appropriate. Objective information is widely available online. Before updating the broker's website, the broker may wish to review the resources below discussing different perspectives.

Winnebago Floodplain Information Assistance

The Winnebago County Zoning Office will provide assistance to persons inquiring about floodplain property within the unincorporated area of the County.  This is not a floodplain determination for the purpose of determining if flood insurance is required.  The information must be obtained in person in order to locate the property.  The following will be provided:

The Program and Presenter:  Real Estate Appraising and Wisconsin Law.  Sarah will review with us the Governing Body (the Real Estate Appraisers Board), the Disciplinary Process and Common Violations.
BIO: Sarah Norberg joined the Wisconsin Department of Safety and Professional Services in 2010 and is currently a Lead Attorney in the Division of Legal Services and Compliance.  While she has worn many hats at the agency over the years, Attorney Norberg currently prosecutes professional misconduct by business professionals and serves as the resident specialist in real estate and real estate appraising matters. Prior to working for the State, Attorney Norberg worked as an in-house litigation counsel for a large insurer and litigated intellectual property infringement cases for a large law firm.  Attorney Norberg received her law degree from the University of Wisconsin.

The cost for the Appraiser lunch is $9.00 per member, payable at the door-cash or checks please.  If you do not cancel prior to program, the $9.00 will be added on your RANW monthly company bill.

Other Business: We will also have a brief Appraiser business meeting to discuss additional programs for this year as well as Appraiser CE classes this fall.

Don't Forget to Vote! Wisconsin Supreme Court race and Local Spring Elections - Tuesday, April 2nd

The RANW Board voted to publicly support two candidates this election season - Brown County Executive Troy Streckenbach and Green Bay Mayoral Candidate Patrick Buckley.
For all other contested races, RANW has sent a questionnaire to all candidates (if the clerk responded to our request for information). If a candidate responded to the questionnaire, their written responses can be viewed by RANW members via a
secure link on the RANW website. Candidate responses can be viewed by clicking on the hyperlink associated with the candidate's name.
Any candidates that did not respond to the survey request will not have a hyperlink. We encourage all members to please review the answers provided by candidates. Additional information on polling places and ballot information can be found at: MyVoteWisconsin
RANW will post the results of the April 2nd election. Each winner will have a check mark next to their name.

Local Government Housing Audit

In 2017, the Wisconsin Legislature passed Act 243 which requires that municipalities with a population of 10,000 or more create two reports by January 1, 2020.
The Housing Affordability report must:
1.) Identify and analyze all local fees and regulations imposed on new residential development to better understand the impact of these fees and regulations on housing affordability.
2.) Inventory undeveloped land and vacant lotssuitable for residential development.
3.) Identify ways in which the regulations canbe modified to meet existing and future housing demand and reduce the time andcost necessary to approve development of new residential subdivisions by 20 percent.

RANW in conjunction with local builder associations sent aletter to applicable municipalities outlining the desire of real estateprofessionals such as developers, builders, surveyors and REALTORS® to be partof those discussions and hopefully provide some insight into issues surroundinghousing supply and affordability.

So far, we have received the following responses:
Appleton - We are already working regionally and locally on meeting these new unfunded mandates. We willlet you know if we need any assistance.

Ashwaubenon
- They have already begun the process of completing the report but would be happy to meet with anyone who would like to further discuss suggestions on how to facilitate residential housing.

De Pere
- They are currently working on their report, but are interested in potentially collaborating with RANW and BCHBA.

Recent Paragon Updates - Written and Video Instructions!

Paragon has provided instructions for the enhancements included in the recent release 5.69. These how-to's have also been posted to the My Links section under Resources (see Paragon's icons at the top of your screen).

Updates to Paragon's CMA (release 5.69 enhancements)

CMA: Warning Message if Agent Resume, Company Info, or Final Comments exceeds Allotted Space
When creating the Agent Resume, Company Info, and Final Comments pages, there was previously no indication if the text and images entered in the rich text editor would fit the final, formatted document thus causing data to be cut off. This enhancement automatically calculates whether the data will fit, based on images, text, and text formatting. If the data will exceed the boundaries of the finalized document page, a warning message will display when the user saves the document. Because of the many possible variables - font size, fontstyle, images, etc. - a character count can't be provided within the text editor for these pages. This enhancement is available from Preferences > CMA > Presentation Setup, from Preferences > CMA Preferences Wizard, and from the CMA Module > Presentation Setup.

CMA: Updated Instructions for Adding a Subject Property
The CMA Presentation supports three options for adding a Subject Property. To provide better information regarding the functionality of each option, Paragon has included new instructional text on the Subject Property page. Important: The new text highlights that the first option, "Create New Subject Property", should be used to manually create a brand new Subject Property or to copy an existing listing into an editable Subject Property because this option allows a member to edit all listing details.

CMA: View Subject Property from Comparables Search
To enable users to easily access their Subject Property details while searching for Comps, a button to "View Subject Property" has been added to the Search Criteria screen. Click the button to open a detail view modal with the Subject Property information. Click the Minimize button on the modal to minimize the detail view for quick access while on the Search Criteria screen.

CMA: Calculated Auto Adjustments for Numeric and Feature Fields This enhancement allows each individual user to create and save adjustment values to current system fields (numeric and features only) that can be applied to CMA comparables and automatically calculated based on field values. Feature fields and Numeric fields can be added to the Calculated Adjustments table. When applied to comps in CMA with the Calc Adjust button, the adjustment value is added to each comp, and the total adjustment for that field on each comp is automatically calculated based upon the value in each comp listing compared to the Subject Property value. Users can customized the selected fields and values in Preferences > CMA > Adjustments > Calculated Adjustments.

Changing Your Paragon Password

Members can change their Paragon password any time by going under Preferences > User > LoginMaintenance.

Fair Housing Month - Questionable Words and Phrases

As art of Fair Housing Month, take time to review the Fair Housing Questionable Words & Phrases (updated March 2008). A list of words and phrases from the RANW Fair Housing Committee that members should use cautiously if at all in order to avoid Fair Housing issues. Use of any words and phrases from this list will trigger a courtesy email to the listing agent/office with a reminder to review the Remarks text to make sure Fair Housing Guidelines have been met.

HomeBot Webinars

Homebot is an optional tool offered through Paragon.  It is a sellers marketing tool designed to provide homeowners with data to better understand their home and how they can build wealth. The monthly report has a 68% open rate and will generate more activity between you and homeowners.
If you don't provide your prospects with data, they will go onto the internet to find it. Homebot provides a property specific report that provides information the homeowner will not easily find only line while reinforcing you as the local market expert. In addition, we've integrated Homebot into Paragon for easy client registration. Taking 30 minutes to learn more will help improve your business.

MLS Basics Class Offered ~ April 9th, May 14th and June 16th

Every MLS may do things a little bit differently, so learn what RANW MLS needs you to know! The MLS Basics class will cover our rules and recommended listing procedures, offer a review of listing data and forms needed to complete your listings, cover some of the basics of using Paragon, and provide info on the Supra lockbox program.
This class is a great supplement to the Listing Input and Maintenance (LIM) training, and can be attended by new as well as long-time members and office admins who might like a refresher course.

Companies participating in the Lockbox and Key Program should have received an email from RANW MLS or Angela on February 1st including the 2019 Lockbox Audit. 
Please check your records for any missing inventory and submit the appropriate inventory form back to aschilling@ranw.org and khubers@ranw.org. This form must be signed by the designated MLS Participant for the Company and returned to RANW MLS by March 31st, 2019.
